Cost, weight and detail - in that order. A plastic base comes out of the mould with its fine detail already in it, adds almost nothing to shipping weight, and saves cutting a second metal tool. That is why the base is usually the first part to change when a car is built to a price.
It is also why "diecast" is a slightly misleading word: on most small-scale cars, the die-cast part is the body, and a good deal of what you are holding is not metal at all.

The three reasons
1. Cost
A metal base means a second die-casting tool, a second casting operation and usually a painting or plating step. A plastic base is injection moulded in one shot, in colour, with the lettering already in the tool. On a car built to a mainline price, that difference is a meaningful share of what the whole thing costs to make.
2. Weight
Zinc alloy is dense. Two metal halves make a noticeably heavier car, and weight is not free - it shows up in shipping, in packaging strength and in what a full case costs to move. Plastic keeps the mass in the body, which is the part you notice when you pick the car up.
3. Detail
This one gets overlooked. Injection moulding reproduces fine, shallow detail - exhaust runs, sump shapes, text - more cheaply and consistently than casting does at this scale. A plastic base is often a more detailed base, not a less detailed one.
There is a fourth, quieter advantage: plastic does not corrode. In a damp room the metal parts are what suffer, and on a plastic-based car the remaining vulnerable metal is the axles - covered in do diecast cars rust.
Is a metal base a sign of quality?
It is a signal, not a rule. Metal bases are more common on premium lines, because a premium car is already paying for a second tool, rubber tyres and more parts - so collectors learned to read a metal base as "this one cost more to make". That correlation is real and it is also unreliable: brands mix materials across their own ranges, and some well-made cars have plastic bases while some ordinary ones have metal.
So use it as one signal among several, alongside the things that are actually visible: paint quality, how the tampos are printed, whether the wheels suit the car, and the fit of the glazing. A metal base on its own does not make a car valuable - rarity and demand do that, which is the argument in are diecast cars a good investment.
What it changes for you in practice
- Heft. A metal-based car feels more substantial in the hand. This is the real reason people prefer them, and it is a perfectly good reason.
- Taking it apart. The base material matters less than how it is held on - screws come out, peened rivets do not. See how to get a diecast car off its base.
- Threads. Screws going into plastic strip more easily than you expect if you over-tighten them, and so do threads cut into soft zinc. Snug, then stop.
- Heat. Plastic bases can distort in genuinely hot places - a car left on a sunny sill or in a loft. The same placement also fades the paint, which is the bigger loss: protecting Hot Wheels from sunlight.
- On display, it is invisible. The base is the one part nobody sees behind a case front - so it is a poor thing to choose a display car by.
How to check what you have
Turn the car over and press a fingernail against the base: metal is cold to the touch, rings faintly when tapped, and will not flex at all. Plastic warms quickly to your hand and gives slightly at thin edges. Paint or plating on a plastic base can look convincing - weight and temperature are the giveaways, not appearance.
